BOARD OF TRUSTEES- MINUTES
May 5, 2011

A meeting of the Board of Trustees of the Vineland Public Library was held on Thursday, May 5, 2011 in the Community Event Room of the Library, 1058 E. Landis Avenue, Vineland, NJ.

Board of Trustees President Joanne Gittone officially called the meeting to order at 5:30 p.m. Notice of this meeting had been sent to the Office of the City Clerk, The Daily Journal, The Press, Channel 9 and was posted in the library in accordance with Sunshine Laws. Trustees present were Victor Druziako, Joanne Gittone, Rosa Mendez, Michael Sarnoff, Christine Schneider, Ross Stanger and Deborah Wallace-Long. Trustees not attending were Whelma B. Irby and Shirley Santos. Also present were Library Director Gloria Urban, Administrative Clerk Anita Lupcho and Steven Testa.

MINUTES of February 24, 2011
Mrs. Schneider, seconded by Mrs. Wallace-Long, moved that the minutes of the February 24, 2011 Board of Trustees meeting be accepted. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Mrs. Schneider, Mrs. Wallace-Long and Ms. Gittone.

MINUTES of March 24, 2011
Mr. Druziako, seconded by Mrs. Mendez, moved that the minutes of the March 24, 2011 Board of Trustees meeting be accepted. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mr. Stanger and Ms. Gittone. ABSTAIN: Mrs. Mendez, Mrs. Schneider and Mrs. Wallace-Long

MINUTES of April 7, 2011
Mrs. Schneider, seconded by Mrs. Mendez, moved that the minutes of the April 7, 2011 Board of Trustees Retreat be accepted. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Mrs. Schneider and Ms. Gittone. ABSTAIN: Mr. Stanger and Mrs. Wallace-Long.

TREASURER'S REPORT
Ms. Urban told Trustees the library is on target with budget lines. Although the Janitorial Supplies line is low with 17% remaining, there should be sufficient funds through June. “Save the Books” donations will allow more library material to be purchased.

On a motion made by Mrs. Schneider, seconded by Mrs. Wallace-Long, Trustees approved the Treasurer's Report for March, 2011. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace-Long and Ms. Gittone.

SCHEDULE OF ACCOUNTS
The Schedule of Accounts for Payment for April in the amount of $32,797.76 ($23,286.77 - other expenses and $9,510.99 - library materials) was authorized for payment by all present on a motion made by Mrs. Schneider, seconded by Mrs. Mendez. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace-Long and Ms. Gittone.

Ms. Gittone asked that the agenda be moved to:
AUDIT REPORT
Trustees received a copy of the Vineland Public Library Financial Statements and Supplementary Information Years Ended June 30, 2010 and 2009 prepared by Romano, Hearing, Testa & Knorr, Certified Public Accountants and Consultants.

Mr. Testa told Trustees his firm is issuing a clean opinion and found no material weaknesses and no issues with non-compliance.

Mr. Testa told Trustees they should approve a resolution that would allow the City of Vineland to spend any supplemental adjustments such as in the Salaries and Wages line. Ms. Urban told Trustees Mr. Zerella is preparing this resolution and asked Mr. Testa if he would view the resolution to ensure compliance. Mr. Testa said he would be happy to look at the resolution.

Mr. Testa told Trustees a physical inventory should be performed. He said the library does not always obtain signed vendor’s certificates as required by N.J.S.A. 40A:5-16. He further told Trustees the Library should obtain disclosures and certifications from the business entity receiving contracts no later than ten days prior to the award of the contract.

On a motion made by Mr. Stanger, seconded by Mrs. Mendez, Trustees approved the presented audit report. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace-Long and Ms. Gittone.

CORRESPONDENCE
There was no correspondence to report

LIBRARY DIRECTOR'S REPORT
A copy of the Library Director’s Report is attached to the original minutes. Ms. Urban added the following:
• The County Freeholders vote to close Cumberland County Library has been postponed.
• The Foundation Casino Night was a success with approximately 125 guests attending. The profits from this evening are still being calculated.

DEPARTMENT REPORTS
Community Relations Report
Trustees received a copy of the Community Relations Coordinator’s report.

BY-LAW REVISION: ONE WEEK LATER – ALTERNATE DATE FOR CANCELLED MEETINGS
Mr. Stanger made a motion, seconded by Mrs. Schneider to revise the Vineland Public Library By-laws to reflect holding a Board of Trustees meeting one week later when the regularly scheduled meeting is cancelled. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger and Ms. Gittone.

INCREASE IN CLUES CARD FEE FOR OUT-OF-COUNTY RESIDENTS
Ms. Urban told Trustees other CLUES libraries are changing their out-of-county resident fee to $50 for each individual card (not family) and teachers are no longer excluded from the fee. Mrs. Urban said the cost of a library card for Vineland households is approximately $65.

Dr. Sarnoff made a motion, seconded by Mrs. Mendez, to comply with other CLUES libraries by increasing the out-of-county fee to $50 for each individual and no longer will teachers be excluded from that fee. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger and Ms. Gittone.

CLOSE LIBRARY ON SATURDAY, JULY 2
On a motion made by Mrs. Schneider, seconded by Mr. Stanger, Trustees approved closing the library on Saturday, July 2, 2011. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger and Ms. Gittone.

APPROVAL OF MANDATORY FURLOUGH DAYS
On a motion made by Mrs. Schneider, seconded by Mrs. Mendez, Trustees approved the following mandatory furlough days for library staff in order to meet limits placed on the library budget: September 29, 2011; November 25, 2011; December 8, 2011; February 9, 2012; March 8, 2012. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger and Ms. Gittone.

TREE BY LANDIS AVENUE
Ms. Urban told Trustees the Dogwood tree by Landis Avenue is dying. She would like to have it replaced with another flowering tree if a donation can be found. Mrs. Schneider will approach Sepers Nursery for advice on a replacement tree that would not block the view of the library and the possibility of a donation.

PUBLIC COMMENT
No members of the public were present.

EXECUTIVE SESSION
No call for an Executive Session.

ADJOURNMENT
On a motion made by Mrs. Schneider, seconded by Mr. Druziako, Trustees agreed to adjourn the meeting at 6:30 p.m.
