BOARD OF TRUSTEES – MINUTES
June 27, 2013

A meeting of the Board of Trustees of the Vineland Public Library was held on Thursday, June 27, 2013, in the Community Event Room of the Library, 1058 E. Landis Avenue, Vineland, NJ.

Board of Trustees Secretary Rosa Mendez called the meeting to order at 5:30 pm. Notice of this meeting had been sent to the Office of the City Clerk, The Daily Journal, The Press, Channel 9 and was posted in the library in accordance with The Sunshine Law. Trustees present were Victor Druziako, Catherine Franzoi, Whelma Irby, Rosa Mendez, Christine Schneider, Josephine Orlando-Spinelli and Ross Stanger. Also present was Library Director Gloria Urban.

MINUTES of May 23, 2013
Mrs. Schneider, seconded by Ms. Irby, moved that the minutes of the May 23, 2013 Board of Trustees meeting be accepted. The Library Director called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Schneider, Mr. Stanger and Mrs. Mendez. ABSTAIN: Mrs. Franzoi and Mrs. Spinelli

TREASURER’S REPORT for May 2013
On a motion made by Mrs. Schneider, seconded by Ms. Irby, Trustees approved the Treasurer’s Report for May, 2013. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Schneider, Mrs. Spinelli, Mr. Stanger and Mrs. Mendez.

SCHEDULE OF ACCOUNTS
The Schedule of Accounts for Payment for June, 2013, in the amount of $19,064.05 ($7,160.41 – library material and $11,903.64 – other expenses) was authorized for payment by all present on a motion made by Mrs. Schneider, seconded by Mr. Stanger. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Schneider, Mrs. Spinelli, Mr. Stanger and Mrs. Mendez.

APPROVAL OF PAYMENT OF SALARIES AND BENEFITS for July 2013
On a motion made by Mrs. Schneider, seconded by Mrs. Spinelli, Trustees approved the City of Vineland to make payment of salaries and benefits to the employees of the Vineland Public Library for the month of July 2013 with funds retained for this purpose. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Schneider, Mrs. Spinelli, Mr. Stanger and Mrs. Mendez.

CORRESPONDENCE
Theodore E. Baker, Cumberland County Counsel
A letter was received by Theodore E. Baker, Counsel for Cumberland County in reference to payment for the SirsiDynix Services (CLUES System). The letter was turned over to City Solicitor Richard Tonetta.

Rosa Mendez
A letter was received from Board of Trustees Secretary Rosa Mendez announcing her resignation from the Library’s Board of Trustees.

LIBRARY DIRECTOR’S REPORT
A copy of the Library Director’s Report is attached to the original minutes.

Ms. Urban added the following:

• The sliding doors at the back entrance have been repaired. A sensor needed replacing.

• Ms. Urban reported that vandals climbed over the fence that surrounds the HVAC cooling unit and turned on a water valve that went unnoticed because the water ran off into a storm drain. This misfortune cost the library $1000 for last month’s water bill that is normally $50 a month. Steps have been taken to secure the handle to the valve.

DEPARTMENT REPORTS
There were no department reports.

UNFINISHED BUSINESS
There was no unfinished business.

NEW BUSINESS
Election of Interim Officers
Interim officers were nominated and elected until a formal election is held in November. Officers elected in November will serve a two-year term.

Mrs. Schneider will take on the role of President. Mrs. Schneider nominated Mrs. Spinelli for Vice President. Mr. Druziako nominated Mr. Stanger for Secretary and Ms. Irby for Treasurer.

On a motion made by Mr. Druziako, seconded by Mrs. Franzoi, Trustees elected the following interim officers for June, 2013 – November, 2013: President – Christine Schneider; Vice-President – Josephine Orlando-Spinelli; Treasurer – Whelma Irby; Secretary – Ross Stanger. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Schneider, Mrs. Spinelli, and Mr. Stanger.

Missing Child Policy
On a motion made by Mrs. Schneider, seconded by Mrs. Spinelli, Trustees approved the Missing Child Policy. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Schneider, Mrs. Spinelli, and Mr. Stanger.

Vineland Public Library Elevator Assessment
Allied Elevator performed an assessment of the library’s elevator. Overall the elevator is in fair condition; however, there is a leak in the hydraulic system causing the elevator to re-level every 4 – 5 minutes. The estimate cost to repair this problem is $6000, but because there is not enough money in the maintenance budget for 2013 and this problem is not an emergency, the library will hold off on repair until CY 2014.

Approval to hire Isis Allen
On a motion made by Mrs. Schneider, seconded by Mrs. Spinelli, Trustees approved the hiring of Isis Allen for the position of part-time Student Assistant in the Children’s Department. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Schneider, Mrs. Spinelli, and Mr. Stanger.

Approval to hire Shanera Phillips
On a motion made by Mr. Stanger, seconded by Ms. Irby, Trustees approved the hiring of Shanera Phillips for the position of part-time Student Assistant in the Reference Department. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Schneider, Mrs. Spinelli, and Mr. Stanger.

PUBLIC COMMENT
No members of the public were present.

EXECUTIVE SESSION
There was not a call to go into Executive Session.

ADJOURNMENT
On a motion made by Ms. Irby, seconded by Mrs. Spinelli, Trustees agreed to adjourn the meeting at 6:00 p.m. The Library Director called the roll: YEAS: Mr. Druziako, Mrs. Franzoi, Ms. Irby, Mrs. Mendez, Mrs. Schneider, Mrs. Spinelli, and Mr. Stanger.
