BOARD OF TRUSTEES – MINUTES
July 23, 2015

A meeting of the Board of Trustees of the Vineland Public Library was held on Thursday, July 23, 2015, in the Community Event Room of the library, 1058 E. Landis Avenue, Vineland, NJ.

Board of Trustees Vice President, Victor Druziako, called the meeting to order at 5:30 pm. Notice of this meeting had been sent to the Office of the City Clerk, The Daily Journal, The Press, Channel 9, and was posted in the library in accordance with The Sunshine Law. Trustees present were Elizabeth Bermudez, Catherine Franzoi, Greg Gallo, Sally Goode, Whelma Irby, Josephine Orlando-Spinelli, Ross Stanger and Victor Druziako. Also present were Library Director, Brandi Grosso; Administrative Clerk, Mary Ann Rada; and Head of Adult Services, Holly Rogerson.

MINUTES of June 25, 2015
Mrs. Spinelli, seconded by Mr. Stanger, moved that the minutes of the June 25, 2015 Board of Trustees meeting be accepted. All who attended that meeting passed the motion unanimously.

TREASURER’S REPORT for June, 2015
On a motion made by Mrs. Spinelli, seconded by Ms. Irby, Trustees approved the Treasurer’s Report for June, 2015. The Administrative Clerk called the roll: YEAS: Mrs. Bermudez, Mr. Druziako, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Stanger.

SCHEDULE OF ACCOUNTS for July, 2015
The Schedule of Accounts of payments for July, 2015, in the amount of $14,934.29 ($8,636.63 – other expenses and $6,297.66– library materials), was authorized for payment by all present on a motion made by Ms. Irby, seconded by Mrs. Spinelli. The Administrative Clerk called the roll: YEAS: Mrs. Bermudez, Mr. Druziako, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Stanger.

APPROVAL OF PAYMENT OF SALARIES AND BENEFITS for month of August, 2015
On a motion made by Ms. Irby, seconded by Mrs. Spinelli, Trustees approved the payment of salaries and benefits for the month of August, 2015. The Administrative Clerk called the roll: YEAS: Mrs. Bermudez, Mr. Druziako, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Stanger.

APPROVAL OF PAYMENT OF SALARIES AND BENEFITS for month of September, 2015
On a motion made by Ms. Irby, seconded by Mrs. Spinelli, Trustees approved the payment of salaries and benefits for the month of September, 2015. The Administrative Clerk called the roll: YEAS: Mrs. Bermudez, Mr. Druziako, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Stanger.

There was no correspondence.

DEPARTMENT REPORTS
Community Relations Report

Trustees received a Community Relations Report for June that was prepared by Library Associate, Caroline Fricke.

UNFINISHED BUSINESS
There was no unfinished business.

NEW BUSINESS
Appointment of Nominating Committee

On a motion made by Mr. Druziako, seconded by Ms. Irby, in lieu of a nominating committee, Trustees moved to proceed with elections by succession of officers up through positions contingent upon there are no negative comments by Mr. Duffy, Library Attorney. The motion was passed by unanimous consent.

The following policies were reviewed, modified where needed and accepted by Mr. Duffy, Library Attorney:

Approval of amended Disciplinary Sanctions for Juveniles Policy (Ages 17 and under)
On a motion made by Ms. Irby, seconded by Mrs. Spinelli, Trustees moved to approve the amended “Disciplinary Sanctions for Juveniles Policy”. The Administrative Clerk called the roll: YEAS: Mrs. Bermudez, Mr. Druziako, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Stanger.

Approval of amended Disciplinary Sanctions for Adults Policy (Ages 18 and over)
On a motion made by Mrs. Spinelli, seconded by Mr. Stanger, Trustees moved to approve the amended “Disciplinary Sanctions for Adults Policy”. The Administrative Clerk called the roll: YEAS: Mrs. Bermudez, Mr. Druziako, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Stanger.

Approval of amended Unattended Child Policy
On a motion made by Ms. Irby, seconded by Mr. Stanger, Trustees moved to approve the amended “Unattended Child Policy”. The Administrative Clerk called the roll: YEAS: Mrs. Bermudez, Mr. Druziako, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Stanger.

PUBLIC COMMENT
On motion made by Ms. Irby and seconded by Mrs. Spinelli, Trustees moved to open the meeting to the public. The motion was passed by unanimous consent.

No members of the public were present.

On motion made by Mrs. Goode and seconded by Mrs. Spinelli, Trustees moved to close the public comment session of the meeting. The motion was passed by unanimous consent.

OTHER
Mrs. Goode shared with Trustees her visit to the Gloucester County Library and their Makerspace which includes 3D printer machines.

Ms. Grosso reported:
• Staff are working on individual grants, including one for the ESL program and one for an electronic book club for teens.
• The Library Foundation had a meeting on July 21 and hope to hold a fundraiser sometime this year.
• The City Public Works Department cleaned out the shrubs and ivy that were overgrown along the back fence of the parking lot.


EXECUTIVE SESSION
There was not a call to go into executive session.

The meeting was adjourned at 6:01 p.m.
