BOARD OF TRUSTEES – MINUTES
February 28, 2013

A meeting of the Board of Trustees of the Vineland Public Library was held on Thursday, February 28, 2013, in the Community Event Room of the Library, 1058 E. Landis Avenue, Vineland, NJ.

Board of Trustees President Joanne Gittone called the meeting to order at 5:30 pm. Notice of this meeting had been sent to the Office of the City Clerk, The Daily Journal, The Press, Channel 9 and was posted in the library in accordance with The Sunshine Law. Trustees present were Whelma Irby, Victor Druziako, Christine Schneider, Ross Stanger, Michael Sarnoff, Rosa Mendez, Deborah Wallace-Long and Joanne Gittone. Also present were Library Director Gloria Urban, Senior Library Assistant Mary Ann Rada and Steve Testa.

Move the order of business
At this time, on a motion made by Mrs. Schneider and seconded by Mr. Druziako, Trustees approved to move the order of business to New Business, TY11 Audit Report. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

Trustees received a copy of the TY11 Audit Report. Steve Testa of Romano, Hearing, Testa & Knorr reviewed each page of the audit report with Trustees. The following was discussed:
• He noted there were no excess funds to transfer to the City of Vineland.
• He noted the Library designated $15,740 for subsequent year’s expenditures at December 31, 2011.
• Mr. Testa pointed out that the library needs to obtain business registration certificates from vendors for costs over $2625.

Trustees thanked Mr. Testa for his work and the professionalism he and his staff have shown towards the library.

Dr. Sarnoff, seconded by Mrs. Wallace-Long, made a motion to accept the TY11 Audit Report. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

Return to regular order of business
On a motion made by Mrs. Wallace-Long, seconded by Mr. Stanger, Trustees agreed to return to the regular order of business. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

MINUTES of January 24, 2013
Mr. Stanger, seconded by Mrs. Mendez, moved that the minutes of the January 24, 2013 Board of Trustees meeting be accepted. The Library Assistant called the roll: YEAS: Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone. ABSTAIN: Mrs. Schneider and Mr. Druziako

AMENDED TREASURER’s REPORT for December, 2012
On a motion made by Mrs. Schneider, seconded by Ms. Irby, Trustees approved the amended Treasurer’s Report for December, 2012. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

TREASURER’S REPORT for January, 2013
On a motion made by Mrs. Schneider, seconded by Ms. Irby, Trustees approved the Treasurer’s Report for January, 2013. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

SCHEDULE OF ACCOUNTS
The Schedule of Accounts for Payment for February, 2013, in the amount of $23,594.55 ($13,102.27 – other expenses and $ 10,492.28 – library materials) was authorized for payment by all present on a motion made by Mrs. Schneider, seconded by Dr. Sarnoff. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

APPROVAL OF PAYMENT OF SALARIES AND BENEFITS for March 2013
On a motion made by Mrs. Schneider, seconded by Ms. Irby, Trustees approve the City of Vineland to make payment of salaries and benefits to the employees of the Vineland Public Library for the month of March 2013 with funds retained for this purpose. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

CORRESPONDENCE
Artist Gloria Stumm
A letter was received from Artist Gloria Stumm who exhibited her art at the library in January. In appreciation of library staff and the opportunity to exhibit at the library, Mrs. Stumm donated $50 to the library.

State Librarian Mary Chute
Ms. Urban will be participating in the N.J. State Library SWAT Team Transformation Project. Ms. Urban received a Letter of Agreement to act as a consultant to a selected library and a list of duties for members of the SWAT Team Transformers.

Ms. Urban added the State Library compensates $3000 to participants which she uses for traveling expenses. The money has also been used to send staff to conferences and will help pay for Ms. Urban to attend the NJLA conference this year.

LIBRARY DIRECTOR’S REPORT
A copy of the Library Director’s Report is attached to the original minutes. Ms. Urban added the following:

Ms. Urban received a final report from Architect John Pedersen on the library’s roof replacement. The report included estimated costs of recommended work to repair the roof, to prevent further damage and to preserve the library’s building. The Building Committee will tentatively meet on March 28 at 4:00 p.m. to review the report and compose a resolution to be voted upon at the March 28, 2013 Board of Trustees meeting. Ms. Urban will contact the City to find out how much money from the bond is being allotted to the Library for repairs. Ms. Urban will invite Vineland Library Foundation members Richard Pescatore, and Doug Grant to attend the meeting.

Ms. Gittone, Mrs. Wallace-Long and Ms. Urban met with Mayor Bermudez on February 28. The following was discussed:
• The Mayor appointing new Board members to replace of Ms. Gittone, Mrs. Wallace-Long and Ms. Santos.
• Ms. Urban addressed the need for personnel changes due to the retirement of two full time staff in 2012. She proposed the promotion of two full-time staff in Administration who have taken on the duties of Anita Lupcho when she retired in December 2012; promoting a part-time staff to full-time; a new 25 hour bilingual clerical position for Administration and a new full-time Community Relations/Library Associate for the Reference Department. These personnel changes would reduce the 2013 personnel budget by $75,000.
• The Mayor is looking into Student Ambassadors to volunteer at the library as Student Assistants.

NEW BUSINESS
Resolution Approving Retention of Funds by the City of Vineland for Payment of Salaries and Benefits for Vineland Public Library Employees
On a motion made by Mrs. Schneider, seconded by Mr. Stanger, Trustees approve the resolution approving retention of funds by the City of Vineland to make payment of salaries and benefits to the employees of the Vineland Public Library for the year 2013. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

Whereas the Vineland Public Library has requested the City of Vineland to continue to retain certain dedicated funds of the Vineland Public Library for the purpose of paying the salaries, compensation and benefits of the employees of the Vineland Public Library; and

Whereas the City of Vineland has indicated a willingness to continue to do so;

NOW THEREFORE BE IT RESOLVED by the Trustees of the Vineland Public Library that City of Vineland is permitted to retain dedicated funds of the Vineland Public Library for the purpose of paying the salaries, compensation and benefits of the employees of the Vineland Public Library during the calendar year 2013 and ;

BE IT FURTHER RESOLVED that this resolution is shall have as its effective date of January 1, 2013 and be for the calendar year 2013.

Recognition of Shirley Santos for term served on the Board of Trustees
Ms. Santos will be invited to a meeting to be presented a book in her honor for serving on the Board of Trustees. The Board agreed Spanish Language material would be an appropriate book topic.

Opening a new CD
Trustees agree that a new CD should be open. Ms. Urban will ask the library bookkeeper to check current interest rates at several banks. Mr. Stanger will check interest rates at Capital Bank. Mrs. Schneider will be added to the signature card. Once a bank is chosen, Mr. Druziako and Mrs. Schneider will open the CD.

New Library Card
The library is purchasing 40,000 new Vineland Library Cards. Ms. Urban passed around a diagram of sample library card designs and the Board chose the card with both the library and library sign on it.

Halo 4 tournament for adults and teens
On a motion made by Ms. Irby, seconded by Mrs. Mendez, Trustees approved the parental consent form to be used for the Halo 4 Tournament held on March 16, 2013. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

After hours Teen Lock-In program
On a motion made by Mrs. Schneider, seconded Ms. Irby, Trustees approved extended hours for a teen lock-in on May 3 from 5:00 – 10:00 p.m. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

OLD BUSINESS
Fund balance utilization for library card purchases
There is $81,140 in the fund balance. Ms. Urban would like to use a portion of the fund balance to pay for the new library cards.

On a motion made by Dr. Sarnoff, seconded by Mrs. Wallace Long, Trustees approved to appropriate $41,851 of the TY11 fund balance to pay for new library cards. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

Resolution clarifying Vineland Public Library Board of Trustees stand on the issue of the privileges allowed to purchasers of Vineland Public Library $50 user card and the low-cost “township” cards sold at Bridgeton and Millville Public Libraries
On a motion made by Dr. Sarnoff and seconded by Mrs. Schneider, Trustees resolve that the Vineland Public Library Board of Trustees maintains that the $50 user card sold to township or out of county residents has the same borrowing privileges as a Vineland resident card. The Library Assistant called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Dr. Sarnoff, Mrs. Schneider, Mr. Stanger, Mrs. Wallace- Long and Ms. Gittone.

The Board of Trustees unanimously agreed that this resolution also applies to Millville and Bridgeton Libraries.

PUBLIC COMMENT
No members of the public were present.

EXECUTIVE SESSION
There was not a call to go into Executive Session.

ADJOUNMENT
On a motion made by Dr. Sarnoff, seconded by Mr. Druziako, Trustees agreed to adjourn the meeting at 6:45 p.m.
