BOARD OF TRUSTEES – MINUTES
April 28, 2016

A meeting of the Board of Trustees of the Vineland Public Library was held on Thursday, April 28, 2016 in the Community Event Room of the Library, 1058 E. Landis Avenue, Vineland, NJ.

Board of Trustees President Victor Druziako called the meeting to order at 5:30 pm. Notice of this meeting had been sent to the Office of the City Clerk, The Daily Journal, The Press, Local Vineland Channels and was posted in the library in accordance with The Sunshine Law. Trustees present were Elizabeth Bermudez, Catherine Franzoi, Greg Gallo, Sally Goode, Whelma Irby, Josephine Orlando-Spinelli, Ross Stanger and Victor Druziako. Also present was Brandi Grosso, Library Director.

MINUTES of March 24, 2016
Mrs. Spinelli, seconded by Mrs. Goode, moved that the minutes of the March 24, 2016 Board of Trustees meeting be accepted. All who attended that meeting passed the motion unanimously.

TREASURER’S REPORT for March, 2016
On a motion made by Mrs. Spinelli seconded by Mrs. Goode, Trustees approved the Treasurer’s Report for March, 2016. The Library Director called the roll: YEAS: Mrs. Bermudez, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Druziako

SCHEDULE OF ACCOUNTS for April, 2016
The Schedule of Accounts for payments for April, 2016, in the amount of $ 24,060.25 ($13,299.31 – other expenses and $10,760.94 – library materials) was authorized for payment by all present on a motion made by Mrs. Spinelli, seconded by Ms. Irby. The Library Director called the roll: YEAS: Mrs. Bermudez, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Druziako

APPROVAL OF PAYMENT OF SALARIES AND BENEFITS for month of May, 2016
On a motion made by Mrs. Spinelli, seconded by Ms. Irby, Trustees approved the payment of salaries and benefits for the month of April, 2016. The Library Director called the roll: YEAS: Mrs. Bermudez, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli and Mr. Druziako

CORRESPONDENCE
Letter from Attorney Gerald J. Blatt
A letter was received from Attorney Gerald J. Blatt regarding a library patron who sustained injuries from a fall in the library’s parking lot on January 26, 2016. The letter has been forwarded to the City’s Insurance Department.

Mr. Stanger arrived at this point of the meeting.

LIBRARY DIRECTOR’S REPORT
Ms. Grosso reviewed the Library Director’s report with Trustees. A copy of the report is attached to the original minutes.

DEPARTMENT REPORTS
Community Relations Report

Trustees received a Community Relations Report for March, 2016 that was prepared by Library Associate Caroline Blough.

OLD BUSINESS
Update on Library Windows

Architect John Pedersen provided a cost break down for each 5 window units, along with an explanation and diagrams. The cost would be higher to do the job in phases vs. all at one time.

Ms. Grosso has submitted a letter to the Library Foundation asking for the entire amount of the window project or at least the two higher prioritized window units. She received a reply from the President of the Foundation stating he would attempt to have a meeting in the near future to discuss Ms. Grosso’s request.

NEW BUSINESS
Sun National Bank – Certificate of Deposit due May 16, 2016

Trustees received a handout, prepared by Melissa Vanes, Assistant Supervisor of Accounts, with a list of banks and their current interest rates.

On a motion made by Ms. Irby, seconded by Mrs. Goode, Trustees approved allowing the certificate of deposit at Sun National Bank to automatically renew. The Library Director called the roll: YEAS: Mrs. Bermudez, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli, Mr. Stanger and Mr. Druziako

New Jersey Library Trustees Association membership
Trustees received information on the NJ Library Trustees Association. The membership fee is $20 per Trustee annually.

Trustees would like to review the NJLTA website before making a decision.

Business Sponsorship Policy
On a motion made by Mrs. Spinelli, seconded by Mr. Stanger, Trustees approved the Business Sponsorship Policy. The Library Director called the roll: YEAS: Mrs. Bermudez, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli, Mr. Stanger and Mr. Druziako

Request Board approval to decrease fines for DVDs from $2.50 to $2.00 per day
Ms. Grosso and staff from the Circulation and Reference Departments met to discuss changes in the way new DVDs circulate. The plan is to change the loan period for new DVDs’ from 7 days to 3 days, in order to be more available to patrons and have a higher turnover rate. They would also like to change the fine from $2.50 to $2.00 per day.

On a motion made by Ms. Irby, seconded by Mr. Stanger, Trustees approved to decrease fines for DVDs from $2.50 to $2.00 per day. The Library Director called the roll: YEAS: Mrs. Bermudez, Mrs. Franzoi, Mr. Gallo, Mrs. Goode, Ms. Irby, Mrs. Spinelli, Mr. Stanger and Mr. Druziako

Request Board’s approval to close the Library on Tuesday, October 4, for Professional Development Training
Vineland Board of Education will be offering a free training for library staff on Google Drive and Google Docs at the Board of Education building.

Trustees approved to close the Library on Tuesday, October 4, 2016, for Professional Development Training by unanimous consent.

PUBLIC COMMENT
On motion made by Ms. Irby and seconded by Mrs. Spinelli, Trustees moved to open the meeting to the public. The motion was passed by unanimous consent.

No members of the public were present.

On motion made by Mrs. Goode, and seconded by Mrs. Spinelli, Trustees moved to close the public comment session of the meeting. The motion was passed by unanimous consent.

OTHER
There was no other business.

EXECUTIVE SESSION
There was not a call to go into executive session.

ADJOURNMENT
The meeting was adjourned at 6:00 p.m.
