BOARD OF TRUSTEES – MINUTES
April 25, 2013

A meeting of the Board of Trustees of the Vineland Public Library was held on Thursday, April 25, 2013, in the Community Event Room of the Library, 1058 E. Landis Avenue, Vineland, NJ.

Board of Trustees President Joanne Gittone called the meeting to order at 5:34 pm. Notice of this meeting had been sent to the Office of the City Clerk, The Daily Journal, The Press, Channel 9 and was posted in the library in accordance with The Sunshine Law. Trustees present were Whelma Irby, Victor Druziako, Ross Stanger, Rosa Mendez and Joanne Gittone. Also present were Library Director Gloria Urban and Administrative Clerk Mary Ann Rada.

MINUTES of March 24, 2013
Mr. Druziako, seconded by Mrs. Mendez, moved that the minutes of the March 27, 2013 Board of Trustees meeting be accepted. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby and Ms. Gittone. ABSTAIN: Mrs. Mendez and Mr. Stanger

Move the order of business
On a motion made by Mr. Stanger, seconded by Ms. Irby, Trustees approved to move the order of business to New Business, Recognition of Shirley Santos. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Mr. Stanger and Ms. Gittone.

Ms. Gittone and Trustees thanked Mrs. Santos for her invaluable time served on the Board of Trustees. Mrs. Santos was presented with two books that will be placed in the Library’s collection in her honor.

Return to regular order of business
On a motion made by Ms. Irby, seconded by Mrs. Mendez, Trustees agreed to return to the regular order of business. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Mr. Stanger and Ms. Gittone.

TREASURER’S REPORT for March, 2013
On a motion made by Ms. Irby, seconded by Mr. Stanger, Trustees approved the Treasurer’s Report for March, 2013. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Mr. Stanger and Ms. Gittone.

SCHEDULE OF ACCOUNTS
The Schedule of Accounts for Payment for April, 2013, in the amount of $54,756.65 ($9,441.77 – other expenses and $45,312.88 – library materials) was authorized for payment by all present on a motion made by Mrs. Mendez, seconded by Ms. Irby. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Mr. Stanger and Ms. Gittone.

APPROVAL OF PAYMENT OF SALARIES AND BENEFITS for May 2013
On a motion made by Mrs. Mendez, seconded by Ms. Irby, Trustees approve the City of Vineland to make payment of salaries and benefits to the employees of the Vineland Public Library for the month of May 2013 with funds retained for this purpose. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Mr. Stanger and Ms. Gittone.

CORRESPONDENCE
• Memorandum of Understanding for Bristol-Myers-Squibb Anti-Trust Settlement Grant
A grant from the Bristol-Myers-Squibb Anti-Trust Settlement was awarded to the Vineland Public Library in the amount of $1100 to purchase library material relating to specific types of cancer.

• Artist Ramon Perez
A letter was received from Artist Ramon Perez who exhibited his art at the Library in February and March. In appreciation of Library staff and the opportunity to exhibit at the Library, Mr. Perez donated $100 to the library.

LIBRARY DIRECTOR’S REPORT
A copy of the Library Director’s Report is attached to the original minutes.

Ms. Urban added the following:

• Library Assistant Chae Reid is resigning effective May 11. The library will be rehiring Shanice Glover who resigned last August to attend college full time. Ms. Glover will be hired as a temporary seasonal employee through the summer. This position will be filled as a permanent part time position at the end of Ms. Glover’s employment.

• At April’s Management Safety Meeting at City Hall, a discussion with the City’s Personnel Director and Business Administrator came up about the Library being their own appointing authority and the need to get approval from the Mayor to hire new employees. It was questioned why the library was seeking approval from the Mayor when the Board of Trustees are the Library’s own appointing authority. It was suggested by the Business Administrator to begin obtaining approval from the Library Board of Trustees instead of the Mayor.

On a motion made by Mr. Druziako, seconded by Mr. Stanger, Trustees approve, in the event the library finds it necessary to hire a new employee for the library, the Library Director be given the authority to act as appointing authority for the Board of Trustees contingent upon approval of the Trustees at the next regularly scheduled Board meeting. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Mr. Stanger and Ms. Gittone.

• Ms. Urban will be giving a presentation to the Rotary Club of Vineland at their May meeting. Ms. Gittone would like Ms. Urban to share the Library’s impressive statistics on library material that is checked in and out each month.

DEPARTMENT REPORTS
There were no department reports.

UNFINISHED BUSINESS
It was decided that Library Council Edward Duffy will be attending Board of Trustees meeting on a month to month basis as needed by the Board to save costs.

NEW BUSINESS
Recognition of Shirley Santos

Approval to hire Caroline Fricke
Caroline Fricke, a recently college graduate with a teaching degree, has been hired as a full-time Library Associate. This is a combination position working at the Information Desk and doing some Community Relations tasks.

On a motion made by Mr. Druziako, seconded by Ms. Irby, Trustees approved the hire of Caroline Fricke for the position of full-time Library Associate. The Administrative Clerk called the roll: YEAS: Mr. Druziako, Ms. Irby, Mrs. Mendez, Mr. Stanger and Ms. Gittone.

OLD BUSINESS
There was no old business.

PUBLIC COMMENT
No members of the public were present.

EXECUTIVE SESSION
There was not a call to go into Executive Session.

ADJOURNMENT
On a motion made by Ms. Irby, seconded by Mr. Stanger, Trustees agreed to adjourn the meeting at 6:02 p.m.
